Though Preston Wells ’15 has worked for over a year to establish a charter of the historically Native American fraternity Phi Sigma Nu at Dartmouth, he said the fact that the organization is coming to fruition feels surreal. Wells and two other students received provisional approval to form a chapter from the fraternity’s chief council last November, and members say they hope to receive an official College charter by this fall.

The outgoing student body leadership provided little in the way of transitional exercises or relevant institutional information from the previous Assembly, meaning that student body president Adrian Ferrari ’14, student body vice president Michael Zhu ’14 and their cabinet essentially had to “start from the ground up,” even going to Rauner Special Collections Library to find previous years’ Assembly records, Ferrari said. This lag in turnover is a priority for this year’s leadership, which hopes to transform an organization plagued by internal inefficiencies.

The Obama administration will begin emailing 3.5 million student loan borrowers in the next month in an attempt to bolster enrollment in government income-based repayment programs, Inside Higher Education reported. According to a sample email, one targeted group will be borrowers who owe $25,000 or more and are currently using a grace period, but department spokespeople declined to discuss other borrowers who would receive emails. Dartmouth's annual safety and fire report, released on Oct. 1, shows a decrease in the number of liquor law arrests made by Hanover Police in the last few years. Arrests have declined steadily to 16 in 2012 from 134 in 2010. The number of liquor law violations referred for disciplinary action, however, has escalated to 83 in 2012 from 40 in 2011. Hanover Police has begun referring more students to its Alcohol Diversions programs rather than arresting them, police captain Frank Moran said. Sexual assault cases rose to 24 in 2012 from 15 in 2011. The increase is likely a result of victims being more willing to report sexual assault rather than a significant change in the number of incidences, Moran said.
