Students placed eight Good Samaritan calls and Hanover Police arrested seven individuals over Winter Carnival weekend, Director of Safety and Security and College Proctor Harry Kinne said in an interview with The Dartmouth. Although there was an increase in the number of parties and other activities on campus compared to other weekends of Winter term, the number of reported incidents on Friday and Saturday were "pretty typical" relative to past Winter Carnivals, Kinne said.
Kinne said that although Winter Carnival was the first big weekend since the implementation of the new Social Events and Management Procedures, most registered parties were not affected by the revised policy because they were Tier 3 events, or events open to campus and with more than 150 attendees.
At approximately midnight on Saturday, two Greek organizations, including Alpha Delta fraternity, contacted Safety and Security for help controlling crowds, according to AD president Lane Bracken '11 and Kinne.
"[Such calls] are not unusual when organizations have crowds that are difficult to manage," Kinne said. "We come in and help limit the number of people, help to get people out we work with the organizations."
Despite an increased number of parties as compared to an average winter weekend, only one party at a fraternity was closed down. That fraternity cooperated with Safety and Security officers, Kinne said, and Safety and Security was able to "terminate the party pretty quickly."
Safety and Security has not noticed a decrease in the number of registered Tier 2 events parties with fewer than 150 guests or at least one non-member present Kinne said.
Of the 14 cases of intoxication that Safety and Security officers responded to on Friday and Saturday, eight individuals were sent to Dartmouth-Hitchcock Medical Center. Safety and Security responded to a number of "minor medical problems" that did not involve alcohol, according to Kinne.
The arrest of seven individuals this weekend all involving alcohol-related reasons shows a slight increase from the six reported arrests made last year.
Kinne said the majority of incidents involved undergraduate students.
One individual over the age of 21 was taken to DHMC due to his high level of intoxication. Safety and Security officers noticed the male, who was identified as a non-College student, in a snow bank outside of Rockefeller Hall at 12:38 a.m. on Saturday.
Although most incidents during the weekend occurred at night, one male student was arrested at 4:16 p.m. at the Dartmouth-Princeton hockey game on Saturday, Kinne said. Hanover Police determined that the student was intoxicated, and he was ultimately returned to Safety and Security and sent to Dick's House.
On Friday night at 9:18 p.m., a male student reported that he had been assaulted slapped and punched by two males, Kinne said. The assailants, who Safety and Security believe are Dartmouth students, have not been identified, Kinne said.
A citation was given to a party in the Cohen dormitory on Saturday during a routine patrol by an Undergraduate Advisor who issued a noise complaint to Safety and Security officers.
Two female attendees of the party were identified as underage non-College students and were returned to their parents by Safety and Security, Kinne said.
While Winter Carnival features significantly more activities than a normal weekend, it is consistently less eventful than Homecoming weekend, according to Kinne.
In line with trends from past years, the majority of alcohol-related incidents involved male students, typically in either their first or second year at the College, Kinne said.
